Mozambique Land Administration Project
SCOP OF THE PROJECT
As part of the implementation of the Terra Segura Program, the Government of Mozambique, with the support of the International Development Association (World Bank Group), conceived the MozLand Project (Terra Segura), whose goal is to regularize two million DUATs and delimit one thousand and two hundred areas occupied by local communities in seventy-one selected districts, thus contributing to the global goal of the Terra Segura Program.
The management, coordination, supervision, monitoring and evaluation of the Project is the responsibility of the National Fund for Sustainable Development (FNDS), under the supervision of the Minister of Agriculture and Rural Development (MADER), and technical supervision is ensured by the National Directorate of Land and Development Territorial (DNDT), National Center for Cartography and Remote Sensing (CENACARTA) of the Ministry of Land and Environment (MTA) and the National Directorate of Territorial Organization (DNOT) of the Ministry of State Administration and Public Service (MAEFP).
PROJECT DEVELOPMENT OBJECTIVE (PDO)
Strengthen land tenure security in selected districts and improve the efficiency and accessibility of land administration services.
The development objective of the Project will be achieved by:
- Accelerating the establishment of the cadastre and the registration of DUATs in rural areas;
- Integrating basic land use planning with community delimitation and systematic land regularization activities;
- Improving the legal and operational environment of the cadastre;
- Strengthening the institutional and community capacity for land administration;
- Improving the cadastre registration system and accessibility of cadastral services and data to the public, and;
- Raising awareness regarding the importance of real property rights particularly at the community level.

IMPLEMENTATION AREAS
Geographically the Project covers 71 districts (46% of the country's 154 districts) in all ten provinces Map of the districts covered by the MozLand Project (Terra Segura)
PROJECT COMPONENTS
The Project includes four components that represent the areas in which it will focus, namely:
COMPONENT 1 - Institutional Development and Strengthening of the Legal Framework
- Revision of the National Land Policy (NLP) and land-related legal framework;
- Institutional development and capacity building;
- Infrastructure improvement and equipment;
- Land Information Management System.
COMPONENT 2 - Systematic Regularization of the Land
- Public Information and Awareness Campaign;
- Base Mapping;
- Community delimitation (DELCOM) and regularization of land use rights (LTR).
COMPONENT 3 - Project Coordination and Management
COMPONENT 4 - Contingency and Emergency Response Component
RESULTS INDICATORS
The Project has the following main results indicators:
- Delimit and register in the Land Information Management System (SiGIT) 1,200 Community delimitation certificates, including an approved micro-zoning plan;
- Regularize and register in SIGIT 2,000,000 DUATs;
- Cover 700,000 beneficiaries with DUATs registered with SiGIT (40% of which are registered on behalf of women or jointly);
- Ensure at least 75% of the level of satisfaction of DUATs beneficiaries in relation to the systematic land regularization process;
- Reduce to at least USD 35 the cost per DUAT issued and registered with SiGIT through a systematic land regularization process;
- Ensure that 90% of SiGIT is up-to-date, operational and available for use, including a web portal that allows public access to the national land cadastre data.

- Lands occupied by communities delimited and land use rights regularized;
- Efficiency and accessibility of land management services improved;
- Institutions' capacity in land management and their respective natural resources strengthened;
- Cost for issuing the DUAT reduced.

- Improvement of the environment for the creation of investment initiatives by households, communities or the private sector
