1-The Government of Mozambique has received financing from the World Bank toward the cost of the Mozambique Land Administration Project (Terra Segura) and intends to apply intends to apply part of the proceeds toward payments under the contracts for the Acquisition of Digital Orthorectified Imagery for Base Mapping.

2-The National Fund for Sustainable Development (FNDS) now invites sealed bids from eligible Bidders for the provision of Orthorectified Imagery covering Two Hundred Thousand (200.000) Sq. Km on 71 selected districts of Mozambique to be acquired using aerial photography on a project duration of 24 (Twenty-four) months. The project area is divided into three (3) lots that can be bidden individually or grouped provided the bidder presents the summed up conditions of the individual bids and a work plan that fulfils the concurrent delivery schedule of the project.

3-Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (Procurement Regulations) dated July 2016, revised November 2017 and August 2018, and the “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants”, dated October 15, 2006, and revised in January 2011 and as of July 1, 2016, and is open to all eligible bidders as defined in the Procurement Regulations.

4-Interested eligible Bidders may obtain further information from FNDS (see paragraph 12 below) and inspect the bidding document during office hours from 9.00 am to 5.00 pm Mozambique Local time.

6-Replies to clarifications requested by bidders will not be emailed directly to bidders. All responses to clarifications and amendments will be posted in the above link on the FNDS website and bidders are solely responsible for monitoring the website during the bidding process for all clarifications/amendments with respect to this IFB.

7-Bids must be delivered to the address below on or before 10:30 a.m. 11th September 2020. Electronic bidding will not be permitted except e-mail submission as detailed in ITB BDS 23.1. In view of COVID 19, there are additional bid submission options as detailed in ITB BDS 23.1. Late Bids will be rejected.

8-Bids will be publicly opened in the online presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 10:45 a.m. 11th September 2020 through online.

9-In view of COVID 19, the public opening will also be live telecast on zoom and also video recording will be posted in the above website.

10-Bid Securing Declaration shall be required.

11-Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

The Bids in PDF format should be encrypted or password protected.

The Email should not be encrypted but only the attachment shall be encrypted or password protected. The procedure is:

 b) Password or encryption key should be broken into two parts. The two parts should be sent as below:

c) Bidder will receive the confirmation email from the Borrower once the bid is received by e-mail.

d) The Bidder should ensure the bid documents are not corrupt or affected by any computer virus that may possibly deny an access to the files. The Employer shall not be responsible for such corrupt files which may deny access during the bid opening process.
